This is what I have found from playing around with PES3 on the PC.
It appears the game, especially in later versions is frame rate locked.
Thusly, if you are getting a problem with vertical hold then you need to increase the Hertz output of your monitor (say from 70 to 75).
Conversely if you are experiencing slowdown, the vertical hold of your monitor may be too high, and you need to reduce it (say from 85 to 70).
You will need to tweak your settings to reach a happy medium you are satisfied with.
If you are unable to find a happy medium at full screen you may need to utilise the window mode combined with giving the game full priority if using Windows 2000 or XP (using task manager).
