As they were the top two last season in Romanian Liga I.
I know Wikipedia isn't 100% reliable but it says only Cluj and Dinamo will be available. Surely this isn't right as they were third and fourth?

They aren't playing in the Champions League grup stage so they're not a guaranteed team to be in the game, atleast.

The highest ranked teams aren't always added to the game aswell. Hammarby is one of the three swedish teams and they're basically shit these days (sadly)
