why does it take so long for WE9 to be released in the US, isnt all that they change from PE5 is the language, and screens. Also I want to know if the maxdrives work for the US PS2?

Konami does this for marketing purposes. If you look at the release date for PES5 and then look at the amount of big selling sports games (EA Sports titles) that drop in the states at the same time it might help you understand their thinking.

They release WE during nice window of silence here, right before the baseball games usually drop and we all know how dead spring-summer releases are here in the states.

As much as I grasp their strategy, it does not ease my pain of having to read thread after thread every year on how great PES is, 5 months before WE is released here.
