This tuning guide, whilst a little rough in terms of its English language (certainly not grammar checked) is the one I would recommend. Makes things simple and gives realistic tips along the way.

I would like to set up something once-a-week, where we announce what we'll be racing at the start of the week and then that gives everyone a week of picking a car/testing/tuning/testing/tuning/testing/tuning/re-picking a car/rinse-and-repeating on the track at hand, etc.
Would be cool, if we had enough interest, to get everyone online and create some form of mini-championship. I was fluttering around the edges of a forum that did all this for a few months ages ago (the Grumpy British Racing Club) and they really taught me the satisfaction and beauty of driving clean and competitive. I competed in one race, where everyone had to use the Lupo Cup Car, and finished 4th. It was great fun.
15 minute qualifying session followed by a 20-lap race. Then the same again and that was it for that week.
More broadly, they (as a 'racing club') had a number of different cars they considered the 'stock' for their members' garages. Each member who wanted to race as part of the club should own all of the cars in the list, to the specification laid out. In most cases, the cars would either be race-modified (having been bought new from the dealership) or won through a certain event in the GT career mode (earlier events). Tuning generally allowed.
On top of that, they had a number of 'classes' which they raced with. For example, the A-class would be BHP limit of 650 and weight restriction of at least 1,300kg, whilst the C-class might have a BHP limit of 266 with a weight restriction of at least 1,000kg. Within there, tuning would be allowed but, perhaps no race-modified cars and no aero parts.
Thus, there were one-make races but also specification races, meaning people get to bring their own preferred car and race with it.
Would love to create something of that kind of ilk on here with you guys.

Best thing to do would be to get yourself on the track with a couple of us and see where you are at.
If you get left for dead, then you know you need more practice. For all you know, you might be streaks ahead of all of us.
Generally speaking, the slower the cars, the more level the playing field (although I still took 25+ seconds out of Dale around 5 laps of Special Stage 5 last night with us both in a VW Golf each).
