Can teams be moved from one league to another?

Please read before answering. I know this game already has the "League Structure" feature in Edit Mode, but what I want to know is if there's a way to have more or less teams in a block.
I'm trying to make an OF/patch with teams from all over the world, and I wanted to separate the league-less teams into Europe and Rest of World (to replace Latin America). The problem is, the European block has 28 teams and the Latin American, only two.
Unfairness aside, what I want to do is take some of the European teams and move them to this other block so I'll have the teams I need. I've seen some mods out there and I know it's possible, I just don't know how.
If anyone can help me by making a tool available, I'll be grateful.

EDIT: Once again, I figured it out alone. It involves altering the dt04.bin, and I used Ultimate Editor for that.
