Can not help you. What file do you need? Bin Cue ? if so, wait for VRS 3.5 I will try to convert a bin cue and add it to the Option File Package.

Thank you for advise. You are right. I forgot to convert it. Wait for the "REAL FINAL EDITION" VRS 3.5 and I will correct that. "The Real Final Edition VRS 3.5" will include some new modifications and all transfers untill August 31. 2011 also new players and new Kits for Manchester United, Wigan, Aston Villa, National Team of Wales etc etc

It is not a special program for doing that together. "Pes2011 Editor" and "In Game Editor" and some usual Picture Editor like "Photoshop" or "IfranView" but your question shows me that you dont have a clue how to make this so ...
