Ive read different, ive read it can be used in conjunction with Motion capture animations.

"In practice, euphoria is most frequently used as an improvement of ragdolls, taking control for a few seconds at a time before blending back to motion capture. The active controllers have the advantage that they can simulate basic instincts like protecting one’s head or breaking a fall. On top of that, the controllers can be used to drive the ragdolls simulation actively (instead of blending linearly) towards a desired animation posture so the motion capture animation can be blended back in."
konami are not going to scrap two years of work that they have done with pes08-09 to switch to a new engine.
pes08-09 are building blocks and a building process to a better more measured realistic game.
while flawed pes09 is still a very good technical piece of code that is just unfinished and lacking all the necessary refinements konami has been planning.
it will be clearer in the next ten days then you will understand theres only so much you can do in a year and it was always going to take at least 3 years for konami to see there vision through and implement everything they planned 3 years ago.
