How can i edit the locked kits of national teams

please guys i need some help here
some times i like to edit some national kits like France, Holland and Korea but the kit edit option is locked for this teams
is there any program that i can download which may solve this problem
i have downloaded (pes-argEditor2008) but when i try to launch the application it gives me the following message: [The application failed to initialize properly (0xc0000135)]
thanks in advance for any help.

u cant mate sorry cos the kits are licsense but maybe u can find a program that allows editin
