Yep. That's the only way, unfortunately it's not good for Master League but it works for custom cups and tournaments.Yeah, you can't really do it. I've made pseudo-national teams by putting all national players on one club team, saving the team, and then putting them in a custom cup.

It is possible or PC guys wouldn't be able to do it. Heck, it was possible back on PES 360 games editing. Adding completely new teams and leagues might not be very easy to do. I mean, adding a team would probably be easy, just add a new ID to the database and attach it some data and players. The real problems comes when adding the team to a league, since they need to make sure everything in the league, in the cup and in the international competitions goes well, which may be way harder (for example, dynamically adjusting the number of teams on the national cup and also constantly adjusting the slots each league has on the european competitions, specially if you consider adding new leagues as well, that could be a real problem, at one point it would probably not even fit in the format they have for european competitions and they would have to re-do that as well).
That said, I still believe it isn't impossible to do so, unless their engine doesn't allow for it for some reason (the one they're using doesn't seem good for a football game in my opinion anyways, glad they are changing it for PES 2022) but it would probably take a lot of work. Perhaps they could start by letting us add some teams to the Other European/Americas/Asia teams and develop some system to adapt their international club competitions so they either dynamically adjust to the teams available or just pick a fixed number of them at random every season (probably easier). And this I know it isn't impossible, they already partially implemented it, since you can already adjust the number of teams in the PEU League for example, and the game already has to adapt to the change in the number of teams in Other European Teams section. After this is completely implemented, later they can start thinking about adding full leagues.
PES edit mode has so much potential, but it still feels basic in some aspects. It needs more care, they should focus on it a little more. Unfortunately, they are just focusing on online modes at this point, MyClub is the only thing bringing them money, so I don't see a lot of big improvements on edit mode in a near future. Let's hope I'm wrong.
