UPDATE 18-11-2020: Now the teams are using a sleeve patch, so the league logo I will be using in game will be the one below, so the sleeve patch appears correctly on all teams:
The method we recommend in the video is:
1 - Import the competition files, so all competitions are in their correct slots
2 - Install the teams from Liga NOS (marked as POR1) checking the 2 boxes (so you have not only the kits but also the player faces and boots, we updated and improved several players)
3 - Apply the Live Update if you want to do so.
4 - Install the remaining teams of the 2nd and 3rd divisions (marked as POR2 and POR3), checking the 2 boxes as well.
5 - Move the teams to their correct league (check the video if you are not sure). Don't forget you have 2 teams on Other European (Estoril and Feirense) that you have to move to the new Liga NOS as well. If you wish you can also choose to swap Feirense for one of the recently promoted teams, Vizela or Arouca.
As for what to Option File to use along this, any should be compatible, as long as you leave out the 2nd Spanish division, Other European teams and Liga NOS and don't import the Spanish and German competition files from there (the .ced files for those countries' competitions should be the ones provided along this OF, but the teams themselves, the .ted files, can be from any other OF).
EDIT (29-09-2021): Sanjoanense also occupies one slot in the PEU League, Nelapoltsk, if you have for example the CYPES OF it can conflict with Bundesliga. If that's the case, you can opt to not import that team. Other Option Files should be fine (Editemos PES, PES Unites, etc.).
I hope it's all clear now, but any doubts don't hesitate to ask
