Schwarz only arrives on the market in the pre 2008 season negotiation period (as a 17 year old new player) after you have already completed the first season (2007)

(I still don't know why Konami dont list it as 07/08 season and then 08/09, 09/10 and so on, it's hardly complicated or confusing)

well I'm like 4th season ML he develops well but not AS well and Richards or young but he turns into a handy player.
