Young players are generally rated lower to give them room for development in ML.
That's exactly why and it's been such a huge problem and is 1 reason that stops Konami from being a more realistic sim. Player development has always been way off in the magic league (I refuse to call it by the proper name until Konami gets their shit together). Common sense shows that you should never gimp a ton of players just to compensate for the bogus development in the magic league. It would make far more sense to tone down player development to a more realistic level. I mean for the longest time I was so sick of seeing Maxi Rodriguez develop to an average of 95 (literally he had 95 in every department!) despite being 28 years of age, which is when players usually peak and either level out for a bit or start declining. That didn't make any sense to Konami though. They figured a player that no one was really making too much fuss about, who showed not a single sign of drastically improving, should development into a legend in a matter of months.
Then you have players who get higher ratings then 99 now and you just lose all hope. Big reason why many of us has never touched the ML is because this fantasy bs is just too much to take in. Really the main thing Konami needs is hiring someone with common sense. For the past few years, not a single soul there showed any signs of common sense and honestly even only 1 guy will do. Just 1 guy with common sense to speak up and say "no sir imo removing the league mode is a idiotic idea" or "no sir although Maxi Rodriguez is a decent player he shows absolutely no signs of rapidly becoming a legend in the game." That 1 guy with common sense can help Konami bring Pes back to where it belongs.
