I believe the offers depend on their wages. I've given Schweiny 30mil/year and I'm getting 200mil offers for him
Cillessen is one of my most expensive players, wage wise, getting around 4m€/year and I recieved offers of at most 6.5m€. Bruno Fernandes was on a 2.2m€ contract, played half the games Cillessen did, and sold him for 23m€. So high Wages don't always big offers
I switched to Manchester United a couple of seasons ago, De Gea's wage to market value ratio is 3.6 times and same for the other keeper. Strikers (Wingers) are the most expensive. But when I was at wolves Iturbe had very low wage demands but when I had him at United his wage was up from ~3 million to ~5.5 million and market value went up from 15M to 35M. I guess name of the club matters too.
EDIT: I went back and checked one of my saves at Wolves his value was ~9m with wages of ~1.5m. I also feel market value varies with registered position and OPR being above 70>80>90...So if you're under 80 its like 4.65 times and so on
Yea I think the computer favours attacking mids/fwds when it comes to dishing money out for the 'big deals' and playing with one of the larger clubs helps, but if you can get your team to reach the No.1 ranked club in the world then you should in theory be able to receive big offers for your highly paid players...
Then the fucking computer is a cheating whore, because they ask me to give 75m€ for a 34-year old Neuer, and an increase in wages from 10m€ to 15m€.
Oh, and I'm currently the No.1 club, third season straight. Nevertheless the AI keeps trying to rob me

The stupidly low offers seem to come in for the players that aren't transfer listed. You tend to get decent offers for the players that are transfer listed. How is that for a bit of reverse logic?! :erm:
I have noticed this, because I play master league with a policy of accepting all offers when they come in (just to keep things fresh and challenging). Just had to take 7m for a player who would now cost me 35m if I want him back!!! :lol:

Unlike FIFA or Football Manager, you cannot slow down the last day of the window to make some last minute offers to buy a replacement.

Got an idea. Buy the shittiest madafacka in the game, just go the Advance Search, sort it by Ascending OVR, and buy the very first guy that appears, given that he's still developing. Just to take that out of the equation.
Then give him, let's say, 20m€ in wages. A fair amount for such a star. I would love to see if you're still offered 75m€ for him.
Oh, and it should be better to buy him in January, just to avoid paying the full 20m
