Have the same issue here. Even if sales were low, I don't recall waiting this long having to find an opponent. Heck, even that turd they called PES 2008 took a shorter time to find someone online. Its their servers and its honestly inexcusable.

Played 3 games with 1 disconnect and it's ok.. Pretty much the same as 2009 on the ps3. It's p2p so it's not like it can be tweaked THAT much.

No real difference apart from regional servers; Jon Murphy tweeted that the US version will connect you to NA/CA/SA servers and the commentary which has Spanish. The DLC is also ofcourse regionally restricted.
