Does your tablet have a USB port or an adapter to connect one? If so you could download & extract the file on your tablet then copy it to the USB which will already formatted in FAT. Connecting your phone or tablet to the PS4 most likely wont work as you need a folder in the root drive called WEPES

If you remove a player from the fake teams they disappear. I always transfer left over players to one of the other fake teams.

Live updates in previous years just reset the players in a squad never the players themselves so say your transferred a player from team A to team B after the live update he would be back in team A. This isn't an issue this year though. Using fake players is better than created players as...
