Am i doing something wrong patching we9?

Does WEMERICA 2.5 patch have full english kits cos i have patched it and got all the sounds,adboards etc but still have basic kits?
I have a file left over in WEMERICA folder called (option file 1.5 all) but i dont know how to install that into my clean iso before i burn to disk.
The files in question are: BISLPM-66009WWE9OPT 1,221 KB

BISLPM-66009WWE9OPT.npo 1,228 KB
BISLPM-66009WWE9OPT.xps 1,229 KB

All of those files are different file types of option files, so you can transport them to your PS2 memory card. And I'm guessing that the correct kits aren't on the patch, therefore they are on the option file.

is there a way of transferring these files to my ps2`s memory card cos i dont have one of those max drive things?
Can i somehow put them onto my iso so they are already on when i burn?

Nope, you option file and your game files are seperate things. You can burn the .cue to a CD and use the CD2MEM way to transfer the option file from the CD to the Memory card. Just search for the CD2Mem guide on this forum.
