Change your vertical sync setting and see if that helps.

Right click on your desktop, select Properties, click the Settings tab, click the Advanced button, find the tab for your graphics card, go into Performance and Quality settings (NVidia cards have this, ATi may have different menu names) and set Vertical Sync from application-controlled to Off. If that doesn't work, try turning it on.

EDIT: Alternatively, right click on your desktop, select Properties, click the Settings tab, click the Advanced button, find the Monitor tab and change the refresh rate.

I had this problem on my computer which has a Nvidia card and turning the vertical sync on fixed it. My brother also has the same problem but he has an ATI card and I tried updating the drivers and turning the vertical sync on but it didnt work. Im not sure if I am turning the v-sync on in the right place though. So if someone could give help me out by giving detalied unstructions how to fix it with an ATI card. Thanks

i had a similar problem..

only difference was that the whole screen would go haywire.. not just lines.

but this was completley random.. it stopped now.. after getting new cooling for my 6600gt. now it clocks higher and i can use alll the AA and AF on the game.. not too bad.

Also, try changing the refresh rate on your monitor from 60Hz up. Depending on what your monitor is set to now. If you use a TFT, it should be able to go to 75Hz without any problem. I did that and all the on screen tearing went away. Also if you turn on vsync, it'll limit the game to a max 60fps, regardless of how powerful your gfx card is. That stops the tearing too.
