How in hell do you get Eusebio Baresi Terzi etcetera (the "Superb" rated staff) to come to your team?!??!?!??!?!!

ive offered them the highest contracts possible - massive signing on fees and everything and they just reject me straight up.
No its not because im rubbish im top of the prem, surely they cant just be untouchable!!
