"communication error" when trying to regester a new user?

Hey all
I have the original game of PES 2008 for my PS2, I did the network setting correctly, and test my connection successfully but when im trying to register to get a user i get the message "communication error"
I thought it's a temporary error, but i have been trying now for 3 weeks without any result!

Could someone please tell me what is the problem?
or at least register for me so i can play online?
Is there any other way to get a user name, like registering through a web site?

Put the disc in your DVD Drive, let the autorun open (the menu to install etc) Click register (or register online)
