Community Problem - the match condition has worsened cancelling match

Every time i try to play my friend in the community mode it says "the match condition has worsened cancelling match" Literally everytime without fail, we live about 10 miles from each other and both have green lights.

I assumed it was him as I've never had that problem when playing online. He then said it happened occasionally to him when he tried to play others. I told him to change the port recognition to auto detect. That didnt help.

Any suggestions?
