is there any program i could use on my PC to create players/teams for PES 2017 on PS4? i remember there used to be one years ago but i can't remember what its called.

You mean the W!LD Editor?

Someone has managed to hack in to the files on PC and Export as PS4, but not sure to what extent this can be applied.
