Disable 2nd division?

Hi,

I want to play the English competition in Master League, but I dont like the fact that I have to put foreign clubs in the 2nd division in order to fill it, and I dont like the fact that after 1 season 2 foreign clubs will promote to Division 1. Is there a way to disable the 2nd division? Or is there a way to fill the 2nd division with really bad teams (for example team A, team B) so the 'new' teams wont have a lot of influence on the competition?
