Dotted Circle going around opponents player number

Hi, this is my first post and I am just really getting into PES 2008. A few time I have played people and their player number at the top of the screen has a dotted line constanly going around the players number. what does this mean? I thought is was something to do with there connection but generally they dont lag........any help to clear up my curiosity would be appriciated. :)
