Yes, 1.4 is the latest patch and it was released a while ago now. If its for a PS3 just hook it up to the net, sign in, then stick PES2009 in and it should automatically start downloading the latest patch once the game starts loading. Once this has completed you then need to go into the settings menu and go to 'Download'. It will then download and install the update to the game. After this it should ask if you wanna save changes, go to yes and then restart your console after that. The update should have been installed. To check this go to the England national team and check whether they have their latest home kit. If they do its been installed and your ready to go.
If its for XBox360 i have no idea whether its a simular routine as i no longer own one so i cant really help if thats the case. Im guessing it would be simular though.
