For the League C empty Slot does PES let you have league play with those teams?

I was wondering if PES allows you to have league play like with the italian league, or Spanish League play, for league C like in the older versions, when you have a totally made up league in that section.

Also i am in the US so i still dont have my hands on a copy.

Any help would be appreciated, or any detailed info too! Thanks
