hi i recently downloaded one of the completed files to a usb memory stick, how do i upload the file onto my pes 2009 game on the ps3??

The question you asked in the title appears to be different from the one you've asked in your post, but I'll attempt to answer anyway...
Adding a patch (version 1.20 for example) without the internet isn't possible, I don't think.
As for adding an option file to your PS3, once it's on the memory stick in the relevant folders created (check the stickied thread regarding FAQ's for how to create these if you haven't) just plug it into the PS3, hit triangle and choose the "display all" option.
All of the files on the stick for PES should then show up and you should be able to copy them over, one-by-one, to the game data file. It can take a while if you're copying a high number of kits, but worth it in the end.
