In pes 2012 they introduced the "fair play" button to help curb disconnections and the like, but it didn't help at all. There have been many times when I start a game and I am setting up my team when I lose connection to the other player. I lose rank points or dont gain any money if it's on MLO and the other player gets the win. There is no way to punish these players.
What I suggest is that after every game, you still provide the option of "fair play" but also an option to report the player. you can report the player for different things such as; cheating, quitting, hacking etc. and the info. is the stored on a computer. After a while when the player racks up more and more complaints against him for the same rule violation, a moderator views a recorded version of one of their games. If the moderator adjudges that the player has cheated, he can ban them from online services for a day for the first time. If the player keeps accumulating negative feedback, then their games will be monitored and if found to be guilty again, then they are banned for three days. and so on. after a while, the true cheaters and the accidental dis-connectors are separated and the cheaters are given no more chances, if the cheaters carry on cheating, they will be banned from online services for extended periods of time, their MLO team reset if they have been cheating in that game mode,They will play other cheating players, banned from competitions, the players they cheated against will have points added to their rank and any money the lost on MLO will be refunded etc.
The problem now is that the cheaters dont fear anything, they dont care if the ball beside their name is flat, or if they cant play in a competition for a day. they need real punishment. and although every match cant be monitored, a system that allows the users to report cheaters, can make it easier for Konami to monitor the players that need monitoring.
