In the past PES have had the licenses for the Spanish League, Italian, French and a few others.

So I'm wondering why is there always about 15 stadiums in the whole game? Aren't they aloud to make more stadiums as they have the license?

Never really understood that.

they have the license with the FA of the leagues not the clubs.. so for example the la liga license would cost x amount and they can have kits players balls n all and if barca didnt like it tough(or any other spanish team in la liga) but the spanish FA dont have the power of ootball stadiums so thats where konami would then take it up with the club to put their stadia in the game...
