Licensing and who determines it?

I am just curious as to how Konami manages to license the Serie A, and EA can also do it with FIFA. Why is it then that only two clubs are licensed from the Premiere League, and so on?

Is it the FA's from the leagues that determine this? Does FIFPro play a role in this?

I would appreciate any informed responses regarding this question, or if someone can point me into the correct areas.

That's not what I'm interested in. I already have an option file in place.

I'm curious as to why Konami can license Serie A, and Ligue 1, while FIFA also does, but they cannot license the Premier League, BBVA, or the Bundesliga?

Bro, we have a very good option file in pesgaming, why you still pay when you can get it free? Actually i bought OF from ebay as well, it cost me about 1 pound.....but now i'm using Von OF, Coz its more complete...

as far as i know it has to do with the fact that FIFA has bought the exclusive licenses of the EPL and LA LIGA which means for KONAMI that they can only get the licenses from the individual teams themselves which is much more expensive.
in the case of the EPL they can only sign 2 teams because of the deal with FIFA so that's why over the past few years they have had two teams licensed and this year they licensed MANCHESTER and LIVERPOOL.
FIFA buys up these exclusive licenses because i think at the moment they are the most popular competitions and so making their game worth more for people who want to see the real teams,stadiums,sponsors,competitions on their screens.
as for the BUNDESLIGA i think that's also the case though i'm not too shure about that.
what KONAMI did get was the FIFPRO license and that means they can use all the real names and faces of the players that are members of FIFPRO.
that's about it i guess.

You are correct. If I'm not mistaken, FIFA has the exclusive license of the Premiership until 2010. I think it is very likely that FIFA will have the contract extended.
