ML team ranking + budget for bundesliga

has anyone figured out a way to change the master league default team ranking? so far, for all the PES2010 patches with bundesliga, all 18 teams are on the bottom of the list, even below all of the ligue 1 and other world clubs. in sm patch with serie b, all the bundesliga teams rank lower than all the serie b teams... is there a way to change the ranking?

and is there a way to edit the starting budget and staff levels for a team? i want to start a master league game with bayern or schalke but the budget is way too low and all the staff are level 1

Unlikely to be frank. There's no accessible way of doing it from the edit mode point of view and I'd doubt it's even possible with some form of OF. Can only vision it doable by lurking in to the code of PES, which I imagine is dodgy business.
