Negotiations in ML PES2019, has it been improved?

We know the bugs in 2018 negotiations:
* Release clause is non functional
* Mbappe move to minority clubs, Arsenal players got raided.
* Release clause is cheaper than players' market price, which doesn't matter because release clause is non functional.

Do we know if Bhatti or Tansir have elaborate any improvements for ML PES2019? I know the marketing campaign has been about new licensed leagues, which doesn't matter if negotiations piece is broken.
