The numbers are the template for shirt shorts and socks, then the colours for each - I think it's a PES2 code anyway. If you've got PES3, then the kits tend to be written like this;

Shirt - 3rd from left - 3 down . No collar.
Shirt col - red (3 up) black , white.
Shorts - 2 down, 1 from left - longest.
Short col - blue (3 up) red (3up) black.
Sock - 1st on left, 1 down.
Sock col - red (3up) black

(this is just an example - I don't have a clue what it looks like! )
