When I go to change the language to English, it doesn't appear in the settings for commentary or menu language. I have put the files in the correct folder, I don't understand why this isn't working.

Its definitely the correct folder.

You should put the files in:
X:\Program Files (x86)\KONAMI\Pro Evolution Soccer 2012\img

It should work.

I got it to work. I had two different img folders for some strange reason.
