Heard that the european release of PES3 has a NTSC option on the title menu.
Is that true? Does the game really play on NTSC playstations without needing any modifications

You still need to have your PS2 modded with a modchip to play PAL games. If you're in the US of A your current American PS2 format is NTSC | U/C so you can only play games on this format..then if you wanna play Japanese games NTSC-J you need a modchip..and if you wanna play PAL you still need a modchip. PAL is European format on TV / Games, and yes when PES3 loads it first asks you to choose a language..then another menu pops up it says its currently set on PAL format 50Hz so you scoll down where it says NTSC 60Hz mode Colored and you're all set.
