im new here n i wrote this since i dun hv any patch for my pes 09 game
can any of u guys give me a pes option file patch for pc?

Look around sites like this one, Evo Web, PesFan, pes2008editingblog etc and find what tickles your fancy!

Personally, I use Konami's 1.2 update with Arsenal4Life's PC Championship Patch. I use my PS3 to play online so haven't bothered updating to 1.3 as there are very limited, if any patches for 1.3, so I use my PC for Master League and PS3 for online.
