Player Stats?

When people post player stats for use in PES, where do they get these numbers from?

In other words, how do you figure out what number to use for all the players attributes?

I guess the stats come from personal opinions.
Sometimes from championship manager stats.

When I make for example Cardiff City whose players I know a fair bit about I know their strengths and weaknesses and just use my judgement to create what I consider to be accurate stats.
