I don't know how else to describe them but I'm referring to teams like Celtic Glasgow, Dynamo Kiev or Benfica There's no need to create a whole set of new national leagues. You could simply create an international league in which those already existing teams could participate, similar as to a national championship.

It doesn't even have to bother those who want things to stay as they are. All you have to do is decline an offer from such a team. But imo this could be a nice novelty for those who want to take a break from the Premier League or Serie A.
