Top Speed vs Dribble Speed

Anybody know if Dribble Speed is relative to Top Speed in any way?

For example, would a player with Top Speed 85 and Dribble Speed 85 be faster on the ball than a player with Top Speed 80 and Dribble Speed 85?

I'd assume dribble speed is way slower than top speed. At least that's what reality would suggest. But then again, you see players with top speed of 71 and dribble speed of 84 and obviously 71 top speed should be greater than 84 dribble speed. Not sure that's the case in the game though.
