Is there an official rule for Plater settings? Rules for S-Auto and GK cursor...

And on General settings do you change the Difficulty? 5, 6 stars???

It's always up to individual event organisers.

In tournaments I've been to, the best settings used are
10 mins
5*
all players on red up form arrows
random referee

Player settings would logically be under control of the players who are playing. They only take 10 seconds to modify anyways.
