Unable to start new threads...other than this one

I tried to start a new thread/topic on the Pro Evolution Soccer 4 board but was not allowed, is there a universal reason for this or was it just an error with my profile?

As a matter of fact my question was whether it was true that the roteiro ball was going to be used ( i think it is ugly rubish and the bounciness of it has ruined Euro..sort of)

you cant open a thread in there because it's just for admins to give official info, rather than general chatter. use the general discussion for that...
