What's the deal with LAG?

I get seriously annoyed, when i get bad lag, when my opponent is hosting. Totally ruins the game.

Is the lag because they have a slow connection?
Is there any way you can tell what their connection speed is?
Does th other player realise that I'm experiencing lag.

2) Yes, just before you enter the game, next to the players name, will be 3arrows (3 being the best connction - 1 being the worst)
3) Yes, probly, if he/sh knows that they have something on the computer that will make you lag, then yes.

I have it on Xbox and found that I haven't had any lag in any room, as I always check their connection before I enter the room.
Also, the server switches at half time to the other player, for instance: If you hav joined a room and its laggy, at half time you will become the host, therefore it wont lag for you but may lag for the other user, so it evens itself out.
