I found a way to develop players pretty much until they max out.
It works in master league. When you are in a negotiations period, go to team adjustment or something like that (where you can pre-set your formation for all your matches) and go to team training. This does not work when you are playing a match.
You may already know this, select regions for your players to improve in, such as Tevez for heading, and proceed. His points in the selected attribute (eg heading) will increase a little. When you go back to the master league menu, save and exit. Then re-enter master league via your load game. Repeat this procedure as many times as you want. It is quite a long process to train up all your players (each player gains about 8 EXP points or whatever to the stat you are training) but up to you. Therefore it may take 11 or 12 procedures for your players to gain a level in their ability.
Of course this is cheating and takes the whole purpose out of the game of training and developing an unbeatable squad - legally, however, if there are some players that you want to train up, such as young ones, do this and they will get better and be good replacements for when your older players retire.
