    bro since we have a same problem so i try to help u now!!!!
    i just figured it out last night i think about cable connecter ( DVI or VGA or DVI converter) ...now i now why we cant change wait for vsync option becouse im using DVI cable ( LCD to PC ) before
    ,so i change and using VGA cable LCD to PC after that i can change option wait for vsync hahahhahahha . hope this can help u a lot!!! try using VGA cable
