Problem is your internet router... I had the same problem with my router until I didn't configured firewall on it. You must to Enable DMZ too. Download this, Connection Checker for "PRO EVOLUTION SOCCER 2011" on PC. In readme file you can find a solution. And don't disable firewall on ruter...

@MC_Duds I use a good free program (link) to covert first .mp3 to .wav, than I use DKZ Studio to convert that wav files to the adx files that PES needs.
