I have found a way to score 10 in the Master League in ratings for your players! My formula works as so.....

1. Wait till you play a crap team in your league.
2. Go into general settings and change the difficultly to 1 star and game time to 20mins (I know its a bit long but its worth it!)
3. Pick your best team and have your BEST STRIKER on his own up front.
4. Play balls up to him everytime you get it and, obvioulsy, try and score as many goals as possible!
5. After the game is up, you can relax and stick two fingers up at your PS2 for all the times it screwed you over your ratings for players, but gave the CPU players better scores than you for getting beat!!

Don't see the point, why try and cheat the game, just get better than you might get a 10 anyway.

To be honest - why would you care if a player rates highly? I don't bother looking at player ratings - I just aim to win the match.
