is there any OF out there for PS4 that has up to date kits?, i was gonna go with PESUniverse's V6 OF but they dont have the new Chelsea or Spurs kits and their United away black kit is off.

Angel Torero has made them all.

You have to edit the kits yourself in game, but he's made every kit aside from Burnley away (so don't delete the old one) very good quality as well.
