Accumulated Fatigue and conditions

Im playing a league and ive got the fatigue on, however after resting some players it does not seem to bring their fatigue down how many games do they have to be rested so that blue fatigue bar goes down.
Also on a league it seems like certain players are permanently on blues and grays what factors affect this?

That's not fatigue, that's form/condition. If the player is good you don't need to rest him when he's blue. I use blue players all the time and they usually do good. Sometimes I use purple players too and they put in a man of the match performance.

I think the form/condition rating affects this. I find that a player with 7 rating is almost never blue, while a player with 3 or 4 rating is almost always blue or purple. It's like a consistency rating. Don't worry about it too much and just keep starting those blue players if they're good. You can always sub them off if they end up sucking, which sometimes they will.

I hate the fact that there is no option to reduce the fatigue setting in Master League (unlike the PS2 Version).
The best thing I have found is if you're playing in the Master League, make sure you set your Coach & Fitness Instructor to Level 5 (in the operating costs section (same screen as negotiations) but this can only be changed in pre-season).

For me with one game the blue bar is almost gone, and with 2 games it certainly dissapear. What I do is that I rest them one game and the next one they play just a half, because with that blue bar it seems that they get tired faster, so they can only play one half without being tired. But then the next match they are good.

Yeah your right i was talking about the fatigue not the arrows.
Im doing a community league with my friend and its a joke, my players are shattered, i can barely put a team out and i have rest them for more than one game but they are still tired, Im doing it with sevilla and they have a small squad so it makes it difficult!

It's down to what their condition/form number is. The higher it is, the less time it will take for fatigue to where off. Example: Wayne Rooney has a 7; Michael Owen has a 3. For the sake of the example, we'll say they both have 80 stamina and they both go on international duty. Rooney will take 1 or 2 half weeks off before his fatigue is gone. Michael Owen will take about 3 or 4 half weeks before his fatigue is gone.
