So how is this supposed to work without any actual league competitions?

There are leagues in BAL.

Leagues are not available as a standalone mode (no transfers, managment, equipement, growth).

I'm confused. I started a legend game and it asks me to start in Champions league or in South America.

If I start in the Champions league, what league will I be playing in?

You will start in the "WE League", 2nd division with fake teams unless you have a patch that adds npower and bundesliga.

And where does it go after I progress out of the WE leagues?

Your fake/npower 2nd division club may be promoted to a 1st division league, or you can sign in another 1st division league club.

Pretty sure you're on about the ML, as when I started BAL it said that the top teams in the nPower Championship with go into the Copa Santander Libertadores. Unless there is a setting to change it that I'm missing. Personally I hope there is.

I've started in Brazil when picking Libertadores section, although not as often. 2-3 out of 10 perhaps. Picking Champions League section will most often send you to PES League (or the league you've replaced it with ) or Eredivisie, but I've occasionally ended up in lower rated teams in all the other countries as well.

I remade many BAL players for research purposes...
