Hi what I did for the stats i have now is this:
First use a FM converter to get FM Stats. (these are mostly pretty low) Then I looked at the PSD stats (mostly pretty high) and used the middle. (80 PSD and 70 FM would result in 75)
IMO this makes the stats good and in blance with the konami stats.

I created a new method to adequete PSD to Konami stats. My method can be used to balance whatever stats tools like FM...

my method:

Get all players in a league and average overall score of each player separately by function.
So you get an overall average score for each position referring to a particular alloy;
Uou need to remember where the new league will be inserted in my case I made an average for each position and average for the three strongest leagues in the game: Premier, Serie A league and BBVA. So I made an average of these three leagues for each function eg
SMF Premier league = 72.53 (I added the scores of all the premier league of SMF and divide by the number of players SMF Premier League;
SMF Serie A = 72.39
SMF Laliga BBVA = 71.75

average of three leagues: SMF = 72.22

Therefore, the average Bundesliga SMF should be around 72.22. You can adapt to taste but never the Bundesliga must be less than the average BBVA league than Premier League to not score unless you believe it ...

To create the Bundesliga PSD I used to unlicensed players. So I did mean the Bundesliga and SMF = 75.84 are high.
To readjust the stats of players from the Bundesliga I should reduce the overall average of 75.84 to 72.22 but I should not touch the players who are licensed in the Bundesliga.
Bundesliga:
Players (SMF) total = 57
unlicensed players = 42
For the Bundesliga SMF stay with overall average = 72.22 I need to get this is multiplied by the overall amount of players = 57 * 72.22 = 4116.54
as the current score is 4322.88 (75.84 * 57) I subtract the 4116.57 4322.88 = 206 points that need to be subtracted. Now:
Get the SMF 42 unlicensed and divide the scores to be subtracted.
Ready to play each SMF needs to reduce overall 4.91 points on average.
EDo not there are some players I subtract 4 points up another 5 points to 206 ...
In the end I'll have a fully balanced league. I did this for all positions and the result was wonderful.

This sounds pretty logical and should indeed work. only thing I disagree with is that you say that the quality of the BuLi is as high as the English italian en spanish league average. I think that the Buli is the worst of the 4 leagues. And I think this would cost a lot of time
