Is there any way on new PES4 you can get the hoops shirt.? It was in PES3

The only way to get the striped and hooped kits is by patching your game.
No option file can have striped kits on it. The in-game editor just won't allow you to make them.
Patch your game (on your PC and burn the patched image and play on modded/chipped ps2) to get stripes. Do a search for "striped" to see some pics of a patched game.
